This position reports to the Commissioner and directly supervises two financial assistants. The Director of Finance & Economics evaluates the financial strengths and weaknesses of regulated utilities and provides expert analysis and testimony before the Vermont Public Utility Commission. The work involves complex financial and economic assessments related to cost of service, rate base, cost of equity, rate of return, and rate design, ultimately determining whether proposed utility rates are just and reasonable under traditional and alternative ratemaking standards. State Energy Strategy Project Lead

This position works within the Energy Policy team of the Energy Division. This position is the project lead responsible for supporting the development of the next State Energy Strategy in accordance with RCW 42.21F.088 and RCW 42.21F.090. The State Energy Strategy is published every eight years, delivered to the Governor and the Legislature, and provides Washington’s roadmap for meeting climate and clean energy goals while prioritizing reliability and affordability. It is relied upon by legislators, state agencies, utilities, advocates, and many others as the state’s foundational planning document. The position will manage the analysis, drafting, public engagement process, advisory committee coordination, and other guidance supporting the final publication of the State Energy Strategy, working with complex datasets across diverse energy topics and collaborating with state executives, subject matter experts, industry sectors, utilities, labor unions, tribal nations, elected officials, interested parties and stakeholders. Manager of Federal Government Affairs - DC Office

The Manager of Federal Government Affairs is responsible for the full portfolio of federal legislative, regulatory and policy issues affecting ASHRAE. This individual will be responsible for preparing summaries of these federal issues for ASHRAE members and other audiences, drafting statements and supporting information that could be used for education and advocacy purposes (e.g., letters, testimony, fact sheets, talking points, presentations), and managing federal government affairs information on the ASHRAE website. In addition, this position will be responsible for attending and organizing meetings with officials from Federal agencies and departments, Congressional staff and members, aligned organizations, and planning/executing Congressional briefings and other coalition meetings.
